Sangzhi County, Hunan Province Strengthens the “Four Fours” Measures to Accelerate the Reform of Funeral and Interment

Since the start of the funeral reform work, Sangzhi County has strengthened the four guarantees, increased the four propaganda, highlighted the four rectifications, and promoted the four implementations. The Funeral Reform Advancing Network.

1. Strengthen the “four guarantees”, and the funeral reform has “confidence”.

One is organizational security. 3. Highlight the “four rectifications” and eliminate “bad habits” in funeral reform.

青岛市殡仪馆创新管理服务工作研讨会近日召开

2021年6月4日,“青岛市殡仪馆创新管理服务工作研讨会”在市殡仪馆召开。青岛市民政局社会事务处黄桢处长、各殡仪馆馆长、部分殡葬设备生产厂负责人、协会秘书处人员等18人出席会议。会议由事务处主办,协会与市殡仪馆具体承办。

埇桥区民政局深入推进乡镇公益性公墓(骨灰堂)建设

为贯彻落实《中共宿州市委宿州市人民政府关于加强基层基本公共服务功能建设的实施方案》(宿发〔2018〕6号),埇桥区民政局在区委、区政府的领导下,扎实推进乡镇公益性骨灰堂建设工作,经过排除种种困难公益性骨灰堂选址工作已接近尾声,但以祁县、永镇为代表的南部乡镇在选址工作中遇到了特殊的区域问题。

南部乡镇建设用地指标少,符合骨灰堂建设条件的特殊用地更少。且南部大部分土地地表以下被煤矿覆盖,当地煤矿企业具有矿产开采权,若要进行项目建设需协调煤矿企业。

面对南部乡镇公益性骨灰堂选址工作遇到阻碍的局面,我局抽取专干人员由刘传祥刘书记带队,联合区国土局工作人员多次深入乡镇选址现场,经过和乡镇分管负责人进行了深入的沟通交流,对取得的成绩予以肯定并分析了当前的工作困境。

面对当前的工作困难,刘书记再次传达区委、区政府的文件精神,并分享了其他乡镇选址成功的经验,提出拓宽工作思路的工作建议,在有限的土地资源上可先进行公益性骨灰堂建设,首先解决本辖区内无公益性安葬设施的问题。

民政部办公厅关于做好2021年清明节祭扫工作的通知

各省、自治区、直辖市民政厅(局),各计划单列市民政局,新疆生产建设兵团民政局:

为贯彻落实党中央、国务院关于殡葬工作的决策部署,做好今年清明节期间群众祭扫服务管理,实现文明祭扫、平安清明目标,以优异成绩庆祝中国共产党成立100周年,现就做好2021年清明节祭扫工作通知如下。

一、统筹做好疫情防控和群众祭扫工作

当前,我国新冠肺炎疫情总体得到有效控制,但反弹风险丝毫不能忽视,统筹做好清明节期间疫情防控和群众祭扫工作,事关社会稳定大局。各地民政部门要认真贯彻落实党中央、国务院有关决策部署,坚决克服麻痹思想和侥幸心理,既要毫不放松抓好殡葬领域常态化疫情防控工作,又要千方百计满足人民群众清明节祭扫需求。要按照当地疫情防控指挥机构的统一部署,加强对清明节期间疫情形势预判和风险评估,结合疫情风险等级划分调整情况,研究制定清明节祭扫工作方案,明确是否开放、如何开放现场祭扫服务等具体举措,并向社会公布。提供现场祭扫服务的地区,要采取预约、错峰、限流等措施,尽可能降低祭扫人流密度,减少祭扫现场人员聚集,并严格落实祭扫场所清洁消毒、祭扫人员体温检测、口罩佩戴、员工健康监测等防护防控措施。暂停现场祭扫服务的地区,要积极创新服务模式,提供网络祭扫、代客祭扫、云祭扫等便民、智能服务。各殡葬服务机构要充分考虑不同群体特别是老年人运用智能技术遇到的困难问题,保留电话预约、线下服务等传统模式,设立绿色便捷通道,保障特殊群体祭扫需求。对农村公益性墓地及历史埋葬点,要压实乡镇(街道)及村(社区)责任,安排专人负责清明节期间祭扫活动的服务保障、疫情防控和安全管理。

二、倡导文明低碳祭扫方式

各地要大力推广网络祭扫、鲜花祭扫、家庭追思等文明低碳祭扫方式,引导树立移风易俗新风尚。民政部门和殡葬服务管理机构要把加强祭扫服务网络平台建设,作为党史学习教育中“我为群众办实事”实践活动的重要举措,通过创建祭扫网站、开通移动客户端、微信公众号等渠道,提供优质网络祭扫服务,有效满足祭扫群众需求。祭扫服务机构要积极创建“无烟陵园”,多组织开展“鲜花换纸钱”、“丝带寄哀思”、“时空信箱”等活动,引导群众选择文明低碳祭扫方式,抵制低俗祭祀用品和迷信行为。要将组织祭扫活动与传播清明节优秀传统文化相衔接,鼓励引导群众选择植树绿化、踏青遥祭、经典诵读等方式缅怀逝者,不断丰富清明节日内涵。要引导群众将追思缅怀逝者与弘扬优良家教家风有机结合起来,由实地实物祭扫转移到对逝者的精神文化传承上来。要充分发挥基层党组织、村(居)委会、红白理事会等组织作用,强化党员干部模范带头作用,带动群众自觉参与文明低碳祭扫,推动丧葬礼俗改革,助力乡村振兴和社会文明进步。

三、提升祭扫服务管理水平

清明节期间,各地要强化安全责任意识,民政部门主要负责同志要带队开展祭扫安全专项检查,压实殡葬服务机构主体责任,全面排查整治各类安全隐患,做到排查无遗漏、无死角、无盲区,整改迅速、坚决、到位。要重点做好节日期间祭扫场所及周边人员分流、交通疏导、火源管控等工作,配合有关部门加大野外祭扫用火巡查力度,严防拥挤踩踏、火患火灾等安全事故发生。各殡葬服务机构要从方便群众祭扫出发,适度增设服务窗口、延长服务时间、优化服务流程、创新服务手段,努力提供更加优质、高效、便捷、温馨的殡葬服务,不断提高公众满意度。在做好祭扫服务的同时,要加强常规殡葬服务管理,严格落实相关服务操作标准,规范殡葬收费行为,加强服务项目、收费标准及惠民措施公开公示,坚决杜绝巧立名目收费、超标准收费、强制捆绑消费等现象。要推进违建墓地专项整治成果巩固提升行动,研究部署安葬(放)设施违规建设经营问题综合整治,加大非法公墓、大墓豪华墓、散埋乱葬等违法违规行为整治力度,严肃查处殡葬领域侵害群众利益行为,不断提升殡葬治理水平。

四、强化组织保障能力

各地民政部门要加强祭扫工作组织领导,压实属地责任和监管责任,严格落实疫情防控和安全管理要求,完善各项服务保障措施,确保今年清明节祭扫工作安全平稳有序。要继续落实好国务院相关部署要求,建立完善“党委领导、政府负责、部门协作、社会参与”的祭扫工作机制,强化民政与宣传、公安、住房城乡建设、交通、应急管理、市场监管、林草等部门的协作,统筹做好今年清明节祭扫服务管理工作。要积极协调新闻媒体,总结和宣传各地殡葬工作好做法、新成效和移风易俗先进事迹,唱响殡葬改革主旋律,传播殡葬行业正能量。要通过举办网络微课堂、制作宣传橱窗、发放宣传单等方式,让清明宣传走进社区、服务群众,营造良好舆论氛围。要针对殡葬领域群众反映强烈的突出问题,加大推动解决力度,并切实加强舆情监测与研判,及时回应媒体和社会关切。要建立完善清明节应急保障机制,落实领导带班值守、带队督查、信息零报告等制度,提高突发事件应对处理能力。遇有重大情况,要及时向当地党委和政府及疫情防控指挥机构报告。

民政部社会事务司继续在清明节期间设立清明节工作办公室,并在清明节法定假日期间(4月3日至5日)安排专人值守,统筹协调服务地方清明节祭扫工作。清明节法定假日期间,地方各级民政部门均应执行专人值班制度和祭扫情况日报告制度。各省级民政部门要在3月26日前报送经省级疫情防控指挥机构批准的清明节祭扫工作方案或通知;4月3日至5日每日15时前统一上报《2021年清明节祭扫情况日报表》(见附件),4月12日前上报本省份清明节祭扫工作总结。

5月29日下午,市民政局召开全市殡葬改革业务工作会,总结2019年度全市殡改工作情况,部署新一年的工作任务。市局党组成员、副局长李建良出席会议并作重要部署,各县(市、区)民政局、浙南产业集聚区民政部门分管领导、殡葬执法大队(殡管所)负责人及市局业务处室同志参加会议。

2019年,我市殡葬改革工作全面深化,扎实推进各项殡葬改革工作,移风易俗丧事简办工作取得成效、殡葬身后事“最多跑一次”实施落地、节地生态葬法改革纵深发展、青山白化治理成果巩固、全市殡仪服务水平不断提升,打出一套深化殡葬改革的“组合拳”。

李建良指出,新的一年里,全市殡葬系统要认真贯彻落实《中共浙江省委浙江省人民政府关于推进新时代民政事业高质量发展的意见》,按照市委市政府殡葬改革总体部署,高标准实施殡葬改革,提升殡葬服务能力水平、推进节地生态葬法改革。一是高位推进移风易俗殡葬改革工作,主城区、人口集聚区全部实现丧事集中殡仪馆或所在乡镇(街道)殡仪服务场所办理;二是着力提升殡仪服务水平,以规范服务为抓手,制定有效措施,切实提升殡仪服务能力水平;三是持续深化绿色生态葬法改革,建设节地生态安葬点,实行节地生态安葬比例达到60%,实现全市行政村生态安葬覆盖率达70%;四是持续深化巩固“禁新改旧”成果,持续实施“禁新”巡查督查通报排名机制。

全国殡葬政策标准制定座谈会在京召开

中国社会报《殡葬周刊》记者 朱婕妤报道 为全面推进殡葬标准化建设,促进殡葬事业科学发展,全国殡葬政策标准制定座谈会12月4日在京召开。会议贯彻落实习近平总书记关于民政工作重要指示批示精神,以党的十九届五中全会精神为指引,总结全国殡葬标准化技术委员会(以下简称标委会)2020年工作,研究部署2021年殡葬标准化工作。

 

民政部社会事务司副司长、标委会副主任委员范瑜,中国殡葬协会会长、标委会副主任委员李建华,民政部一零一研究所所长刘峰出席会议。会议由中国殡葬协会秘书长、标委会秘书长孙树仁主持。标委会委员及有关单位代表50余人参加会议。

 

范瑜强调,2021年是“十四五”规划开局之年,全国殡葬标委会要深入学习贯彻党的十九届五中全会精神,从人民群众需求和殡葬事业发展实际出发,科学制定殡葬标准化“十四五”发展规划,切实提高殡葬标准化工作水平,进一步增强标准对殡葬事业健康发展和满足人民群众“逝有所安”需求的支撑力。

 

李建华向大会作标委会第二届四次会议工作报告。2019年至2020年,标委会根据国家标准化工作重点及立项指南要求,坚持以评促改,全面完成国标委对标委会的考核评估工作,先后完成2项国家标准和15项行业标准修订,11项行业标准立项,公布实施14项涉及殡葬服务、技术规范、环保、信息化和设备等方面的行业标准。同时,对已有标准进行梳理审核和清理,并组织调研论证,完成了殡葬标准体系修订和《殡葬标准汇编》编辑工作,厘清了殡葬技术标准内涵与外延、技术标准与管理文件、政府标准与市场标准的关系,为全面推进行业规范发展、科学发展提供依据。下一步,标委会将继续坚持政府引导、市场驱动、社会参与、产学研相结合工作格局,从“重研制、轻实施”向“重实施、精研制”转变,以提升标准适用性、先进性和有效性为重点,着力优化标准体系,强化标准实施,提升标准化服务能力,积极参与国际标准化活动,切实推动殡葬行业实现高质量发展。

 

标委会秘书处主任王志强汇报殡葬标准体系框架修订工作情况。在理念上,殡葬标准体系融入了“推行节地生态安葬”“构建社会主义和谐社会”“构建人类命运共同体”等新时代理念;在技术上,将先进的社会工作方法融入体系。目前,我国殡葬领域共有现行有效标准75个,包括国家标准12个,建设标准2个,国家职业标准6个,行业标准41个,相关标准14个。

 

会议研究通过了《全国殡葬标准化技术委员会第二届四次会议工作报告》《殡葬标准体系》《全国殡葬标准化技术委员会2021年工作要点》。
